As a key strategic technology force under China National Building Material Group, the company has always regarded technological innovation as the "lifeline" of its survival and development. At the very beginning, this document No.1 clarifies that the company will take technological innovation as its "top priority". Strengthening technological innovation in the carbon fiber field is not only an inevitable requirement for the company and its member enterprises to respond to the national development strategy for the new materials industry and fulfill the social responsibilities of central SOEs, but also an urgent need to achieve goals such as capacity upgrading, product iteration and efficiency improvement, and foster new growth drivers for the "second curve" of development. Furthermore, it is a strategic choice to fulfill the central SOE’s responsibilities as an "origin of original technologies" and a "chain leader of modern industrial chains", enhance the core competitiveness of the entire industrial chain, and realize sustainable development.
 

 

To implement the innovation-driven development strategy, the document puts forward key requirements in four aspects—R&D investment guarantee, innovation system construction, talent team development, and scientific and technological culture cultivation—centering on strengthening scientific and technological R&D work, and specifies three major safeguard measures to ensure the effective implementation of all arrangements. To further strengthen top-level design, the document clearly states the establishment of the company's Science and Technology Committee. The committee will focus on pooling innovation synergy, coordinate and organize scientific research and tackling key problems of the company and its member enterprises, and enhance the company's core competitiveness.
